Bundesregierung zur Taxonomie: “Wir lehnen die Atomkraft nachdrücklich ab”

Die Bundesregierung hat ihre Stellungnahme zum Vorschlag der EU-Kommission zur Taxonomie-Verordnung nach Brüssel übermittelt und veröffentlicht. Darin weist sie unter anderem auf mangelnde Sicherheitsanforderungen für die Atomkraft hin, diese Art der Energiegewinnung sei zu teuer und zu riskant, die Atommüllentsorgung nicht geklärt. Die Aufnahme der Atomenergie sei mit den Vorgaben der Verordnung nicht vereinbar, sie sehe also auch rechtliche Bedenken.
In der geplanten Taxonomie-Verordnung geht es um ein EU-weit gültiges System zur Klassifizierung von Finanzprodukten, das Investoren Orientierung geben und Kapital in den grünen Umbau von Energieproduktion und Wirtschaft lenken soll. In einem zweiten delegierten Rechtsakt, für den seit Silvester ein Vorschlag vorliegt, will die EU-Kommission Atomkraft und Erdgas mit in die Taxonomie aufnehmen. Die EU-Mitgliedsländer hatten bis Mitternacht Zeit für Stellungnahmen, in Deutschland soll bis zuletzt insbesondere wegen des Themas Erdgas daran gefeilt worden sein, wird berichtet.
“Die Bundesregierung unterstützt grundsätzlich die Bemühungen der Europäischen Union für eine nachhaltige Finanzwirtschaft”, heißt es in der
Stellungnahme der Bundesregierung
(PDF), sogleich beginnt sie mit ihren Einwänden: “Aus Sicht der Bundesregierung ist Atomenergie nicht nachhaltig. Deshalb lehnen wir eine Aufnahme in den delegierten Rechtsakt unter der Taxonomie-Verordnung nachdrücklich ab.”
Restrisiko
Schwere Unfälle mit großflächigen, grenzüberschreitenden und langfristigen Gefährdungen von Mensch und Umwelt könnten nicht ausgeschlossen werden. Atomenergie sei teuer, die Endlagerfrage nicht gelöst. Dabei werde das Problem des Atommülls umso größer, je länger Atomkraftwerke laufen. “Diese Situation kann auch die Vorgabe des Entwurfs des delegierten Rechtsakts, dass nationale Pläne für den Betrieb eines solchen Endlagers bis 2050 vorliegen müssen, nicht heilen”, heißt es in der Stellungnahme. Die EU-Kommission setze sich nicht damit auseinander, dass auch bei der Zwischenlagerung radioaktiver Abfälle Stör- und Unfälle oder auch terroristische Angriffe passieren könnten.
Der Entwurf schließe auch ein, existierende Atomkraftwerke weiterzubetreiben und deren Laufzeit zu verlängern. Die meisten der momentan in der EU betriebenen Atomkraftwerke seien über 30 Jahre alt, ursprünglich seien sie für eine Betriebsdauer von 30 bis 40 Jahren konzipiert worden. Sicherheitstechnische Nachrüstungen seien aber immer nur in einem begrenzten Umfang sinnvoll möglich. “Auch werfen Alterung und Versprödung von Materialien mit Laufzeiten jenseits der Auslegungsbetriebsdauer zunehmende Fragen auf”, meint die Bundesregierung.
Erneuerbare Energien benötigten ergänzend flexible Anlagen, die schnell hoch- oder heruntergefahren werden könnten, das könne Atomkraft nicht leisten, heißt es weiter in der Stellungnahme. Kurzfristig sei es mit dem Neubau von AKW nicht möglich, insbesondere auf dem CO2-intensiven Energieträger Kohle auszusteigen, da Genehmigungs- und Bauprozesse üblicherweise Jahrzehnte dauerten. So “ist für die Bundesregierung nicht ersichtlich, wie ein Atomkraftwerk, das nach 2035 errichtet wird, angesichts der üblichen Bau- und Genehmigungszeiten zur Erreichung der 2050-EU-Klimaziele beitragen” könne.
Auch SMR nicht nachhaltig
Neue Reaktorkonzepte wie Small Modular Reactors (SMR) seien nicht ausgereift, brächten ähnliche Probleme wie konventionelle AKW mit sich und könnten deshalb nicht als nachhaltig eingestuft werden. “Daraus ergeben sich aus Sicht der Bundesregierung auch rechtliche Bedenken gegen den Delegierten Rechtsakt, da es zweifelhaft ist, ob die Aufnahme von Atomenergie mit den Vorgaben der Taxonomieverordnung vereinbar ist”, schreibt die Bundesregierung.
Würden die Risikokosten – ohne Staatshaftung – realistisch betrachtet, würde kein privates Geld in Atomkraft investiert, meint die Bundesregierung. Dabei würden in dem Verordnungsentwurf für Erdgas als Übergangstechnik strikte Voaussetzungen definiert und zum Beispiel technischer Fortschritt verlangt, demgegenüber reiche bei der Atomenergie der derzeitige Stand der Technik und die geltende Rechtslage aus. So gebe es keine Anforderungen an den Schutz gegen Terrorangriffe oder an ein konkretes Enddatum für eine Entscheidung zu einem Endlager mit überprüfbaren Zwischenschritten.
Vom Erdgas zum Wasserstoff
Auch die Nutzung von Erdgas sei langfristig nicht nachhaltig, “jedoch bildet für die Bundesregierung der Brennstoff fossiles Gas in hochmodernen und effizienten Gaskraftwerken für einen begrenzten Übergangszeitraum – bis zur Umstellung auf einen auf erneuerbaren Energien beruhenden Energiesektor – eine Brücke, um den schnellen Kohleausstieg zu ermöglichen und dadurch kurzfristig CO2-Einsparungen zu erreichen und den Hochlauf der erneuerbaren Energien zu begleiten”, heißt es in der Stellungnahme.
Das sei im Einklang mit den Klimazielen. Mit Gaskraftwerken, die für Wasserstoff vorbereitet seien und damit voll mit erneuerbarem Wasserstoff betrieben werden könnten, könne kurzfristig auf eine nachhaltige Energiegewinnung mit erneuerbaren Energieträgern umgestellt werden. Dafür müssten die notwendigen Investitionen sofort eingeleitet werden. Auch vor dem Hintergrund der Versorgungssicherheit sei entscheidend, “dass der Aufbau einer auf erneuerbaren Rohstoffen beruhenden Gasenergieversorgung durch hochmoderne und effiziente Gaskraftwerke unter strengen, aber realistisch erreichbaren Kriterien ermöglicht wird”.
Mindestens elf Mitgliedstaaten, darunter Frankreich, Polen und Ungarn, befürworten den Vorschlag der EU-Kommission ausdrücklich, hat dpa herausgefunden. Österreich, Spanien und Dänemark lehnen die geplanten Klassifizierungen ab. Österreich und Luxemburg erwägen, dagegen zu klagen. Auch das EU-Parlament hat Gelegenheit für eine Stellungnahme, die Vorsitzenden des Wirtschafts- und des Umweltausschusses haben dafür von der EU-Kommission gefordert, die Öffentlichkeit in einer Konsultation mit einzubeziehen.
